The andon cord is the most studied piece of string in industrial history, and the folk version of it is wrong. Pulling it does not stop the line. Under Toyota’s fixed-position stop system the pull lights the station’s andon and summons the team leader; the line halts only if the problem is still unresolved when the vehicle reaches the end of the work position. Most pulls stop nothing. That is the point: the cord is trivially cheap, and what makes it work is the guaranteed response behind it — a team leader on the floor, resourced to answer inside the work cycle. Like Keystone’s nurse authority, it is capability engineered as permission. How much of the effect belongs to the permission and how much to the staffing that makes the permission answerable is a question the record does not settle.

When the line stops at Toyota, the team treats it as a learning opportunity. The Andon Cord is the manufacturing twin of the Keystone nurse-authority intervention (Case 19).

What this case does not show
The andon is a local, operational control at the work station; it did not and could not surface the design- and organization-level failures of the 2009–10 recall crisis, which the NASA/NHTSA review traced to pedal and floor-mat defects and which Toyota's own president attributed to growth outrunning capability development.
