Estonia’s X-Road turned a fragmented set of government databases into a data-exchange layer that lets services interoperate without a central monolith, reaching effectively 100% digital government and sub-five-minute tax filing. But the reason it earns a place here is its self-critique: by committing the country to X-Road, Estonia has arguably built the very legacy system its founders set out to avoid.
